It's an external stepped collar that changes the spring preload, we may be thinking of different things.

You have a Mk2 that does not have a remote preload adjuster
I suggest you take the suspension off the bike (2 bolts)
Then you can easily work on it and free the stepped preload adjuster ring - possibly with what stewie suggested  giving it a few hard wacks to break the rust  :notsure:

FYI the 2015 Mk3 onwards had a remote rear preload suspension adjuster as STD
